The chair, the dissents, and killing sycophancy by structure

A pile of seats is not a decision. The Council needs something that turns several perspectives into one recommendation you can act on without flattening the disagreement that makes it trustworthy. That is the chair. It routes a small number of seats, at most a few, synthesizes them into a single call, and, crucially, surfaces the explicit dissents alongside it. You get an answer and you get exactly who disagreed and why. The dissent is not noise to be resolved, it is the most valuable output, because it is the map of what could go wrong.

The reason the whole apparatus exists is not to sound smart. It is to structurally kill sycophancy. A single AI, asked what it thinks, drifts toward agreement, because agreement is the most probable, most rewarded continuation. That drift quietly corrupts every decision you make on its output. The Council answers the drift with architecture: an adversarial seat that always runs, whose entire job is to attack the plan, and a chair that is required to report the dissent instead of smoothing it over. Disagreement stops being something that shows up if you are lucky and becomes a mandatory part of the output.

Why structure beats good intentions here

Because you cannot fix sycophancy by asking the model to be more critical, any more than you fix a bug by asking the model to be careful. Asking lowers the odds; structure removes the possibility. The adversarial seat is not a mood you request, it is a seat that always occupies the table. The dissent is not a courtesy, it is a required field in the chair's output. By building the criticism into the shape of the system, you get a real check on every consequential call, whether or not you were in the mood to hear it. That is the same move as every guardrail in your practice: when it must happen, do not ask, enforce.
